I read this as the following: more and more countries are moving towards Democracy (which is a good thing, right?). Each will draft their own Constitution. In international affairs, these Constitutions may clash (e.g. treatment of each others nationals, or common combatants, in a variety of situations). It will be a great challenge to find a common Democratic ground for like-minded countries. How did you interpret it as astonishing?
