That's because Roosevelt was duped into doing exactly what "Uncle Joe" Stalin wanted him to. There were dozens of high level communist spies serving in his government, some of them (like Alger Hiss) his most trusted advisors. Amazingly, neither Roosevelt nor Truman ever took the fact that their administrations were compromised as seriously as congress did.
