Sounds like you have some gremlins on your system. Any third party toolbars installed in IE? Do you run ad-ware/spyware cleanups regularly, like SpyBot and Adaware? It may point you to dome programs that need the be uninstalled.

Have you tried forcing a refresh (F5)in your PeopleMarks page?
