Bush is most CERTAINLY PANDERING....his big announcements are bogus....
he SAYS he will spend $3 billion a year.....
$10 million is nothing.....his administration has only asked for $1.5 billion (lie #1)
the Publican congressionals will NEVER OK this much money or anything close....
right now they have only given a very small percentage of even the 50% amount of 1.5billion
It's all smoke and mirrors
