But if you want to establish democratic institutions, it makes sense to screen out anti-democrats, especially the Baathists, doesn't it? These are the guys who managed a 99% "vote" for Hussein. Let them in and the whole idea is discredited before you can get started. They have to be given a long time-out from politics.

It's tough enough dealing with the Komeinist Shiite heretics who have some credibility (although not as much as they claim).
