When 'all taxes' are considered, the American tax system is clearly regressive... but with the latest changes to the federal income tax, even that one component of our total tax burden has shifted into regressive territory with respect to the middle classes and the rich, with the middle classes - for perhaps the first time since the earliest part of the 20th. century - paying a higher average effective tax rate than the richest.
