Compared to the Wilson Administration, Reagan and Bush are liberals, supporting racial equality, federal intervention in issues like education that once were almost solely state concerns, and accepting certain features of the New Deal and Great Society, like Social Security and Medicare. It is a moving standard. The question is, how does it relate to the rough political consensus that is called "mainstream opinion". Obviously, some matters will be controversial, but if the Administration mostly reflects mainstream opinion, and is able to appeal to a large proportion of the electorate, it is centrist. This includes supporting things that the mainstream has no deep settled opinion on, and can therefore break either way on, like tax cuts.......
