Actually the rich usually pay about the same as working-class, after all their write-offs. There was no reason or need to lower top tax rates at all. It's just a big drain in the treasury and wont stimulate much at all, except maybe sell a few more Mercedes and put a few butlers and yacht crewmen to work.
