Company Named NTA Executive Directorate for Federally Mandated Effort to Enhance Nation's Security

LAS VEGAS & FAIRFAX, Va.--(BUSINESS WIRE)--July 10, 2003-- The Institute for Security Studies (ISS) today announced that Xybernaut Corporation (NASDAQ: XYBR - News) has been appointed to assume Executive Directorship for Administration and Program Management of the National Technology Alliance (NTA) for homeland security initiatives.

Under terms of the appointment, Xybernaut chairman and CEO, Edward G. Newman, will serve as co-chairman of the NTA Corporate Policy Board. The Company will direct programs related to national security and emergency preparedness by addressing the needs of both official first responders such as police, fire/rescue, EMTs, government officials as well as the needs of Necessarily Involved(TM) individuals (i.e., physicians, teachers, security personnel, transportation operators, job-site foremen).

The NTA is federally mandated to apply public-private technology and expertise to support local, state, federal and private organizations. The Xybernaut-NTA homeland security programs focus on research, education and training of these entities in matters related to national/homeland security, combating terrorism, weapons of mass destruction, violence prevention and major incident/emergency management.

Initial priorities outlined under the NTA-Xybernaut charter include:

Fast prototyping of "special technology" solutions
Testing, evaluation and certification of technologies, solutions and best-practices
Certification and standardization of training and support for individuals, as well as the organizations participating in homeland/national security initiatives
Granting of continuing education units (CEU's) -- recognized by professional societies and associations -- related to homeland/national security expertise
Licensure programs
Degree programs at the undergraduate, graduate and doctoral levels
Planning and preparedness services and solutions to include contingency planning, vulnerability assessments, countermeasure solutions, training/exercises and on-demand incident response
Awareness-raising education, training, conferences and seminars with attendees to receive CEUs for their particular profession
Development of IT and web-based technologies to support wide variety of homeland/national security needs

Discussions have already begun towards this end. Additionally, in its first certified educational offering, the NTA will soon be offering a suite of ten courses for physicians related to emergency and disaster management best practices.

Courses and realistic exercises for firefighters, police, emergency medical technicians, school security officers, private security firms, hospital administrators and key governmental agencies will be offered over the next 12-18 months.
