Actually it was reported that the false document was created by a Nigerian official who sold it for big bucks to the Italians, The Italians then passed it onto the British and the US which sent them scrambling and ultimately resulted in the ambassador backtracking the document back to it's source.

Now in fairness to the Bush Admin, that would place the timeframe for the original document back near 9-11 (which is probably why the official got big bucks w/out proper scrutiny). So I can understand why they would have a burning passion to disembowel Saddam.

BUT - the fact remains that said document was long discredited and yet that info APPEARS to have not made it up the chain of command. And there is only one plausible explanation for that - the administration has made it quite clear from day one that messages counter to the stated policy will not be tolerated. "There will be only one truth and it is my truth!"
...Which is why global warning was expunged form the interior departments latest report (among other things).

And I'm sorry but the only difference between "plausible deniability" and an outright lie is half a squiggle on the lie detector.
