If the economy doesn't get better it doesn't mean the tax cuts didn't work. If it does get better that wouldn't mean they did work. The measure of working is if the economy is better with the tax cuts then it would have been without them. That calls for speculation even after the fact.

As for promising 600k new jobs there is no way Bush can have any idea how many new jobs will be created. History and economics would tend to suggest that some new jobs will be created but it will be impossible even after the fact to know exactly how many.
