It does not mean much at this point. However, those candidates that take matching funds (and so far all of the Democratic candidates have indicated that they will probably do so), will be limited to spending somewhere between $45 and $50 million prior to the Democratic convention in July. At that point, they receive new funding for the Presidential race.

If the primary fights extend into March, some of these guys are not going to have a lot of funds to spend between March and July. You can rest assured that the Bush people, who have already indicated that they are going to forgo federal funding and intend to raise at least $150 million, will be "defining" the presumptive Democratic nominee. Bob Dole ran out of money in 1996 and got pounded by Clinton.
