On the "anybody" front, I will bring up again a comparison I've used in the past. The Aum cult nerve gas episode in Japan in '95 killed 12 people. The Taegu Korean subway fire this year killed almost 200, and apparently all it required was a gallon of kerosene or something like that. times.hankooki.com cnn.com

It doesn't take much. Pretty much anybody hostile to the US could be labeled a "terrorist threat" to the US with about as much plausibility as Iraq was. Not that plausibility has much to do with it when a war propaganda machine has been mobilized.
