Short-selling: Market makers can sell naked short. They don't need to borrow the stock like individual investors must. MM's need this privilege to maintain orderly markets. But some abuse it. Selling naked short is like owning the mint - MM's have a license to print stock certificates. If they can keep a lid on the stock and wear out the investors, the stock goes to zero, and they make a ton of money by having sold stock that was never issued. It's nasty. And in Topro's case, it is going to get them eaten if they try it.
