You see the exact same problem, in America's ghettoes. No matter what other conditions exist, nil investment will happen, in a place of endemic violence. No matter what tax incentives are given, no matter how many phone calls are made to executives, they are not going to invest in areas where, next week or next year, a riot may burn the place down.

American oil companies will be more willing to invest in Iraq, after the last American soldier has left in defeat, and an Islamic State has been established. Unless, of course, U.S. politicians screw it up, and impose political conditions on investing there.
