It's either misrepresentation of the facts or incompetence.


According to a report on NPR that I just listened to, the CIA relied on British intelligence, who assured them that they had several sources for the Africa-uranium story. British intelligence still stands behind this story. The CIA didn't know all of the British sources; they just had the Niger documents, which they didn't quite trust (that's why Powell didn't use them in his Feb 5th speech), and which have now proved to be forged.

So, the upshot is,

The CIA okayed the use of the uranium story in the SOTU speech. Tenet just confirmed this today (a good team player, is Mr. Tenet), relying on British intelligence assurances.

The Niger documents were forgeries.

British intelligence is sticking to their story (which involves not only Niger but several other African countries), based on sources which they have not revealed.

As for what really happened, who knows?
