Did you know that Rumsfeld ordered the missile strike on Saddam(the second one not the one at the start of the war) withour consulting the President.

And even if true, given it was the second attempt, and the original mission order to kill Saddam had likely not be rescinded, why should Rumsfeld have to consult with Bush AGAIN??

If I'm President and I give an order to find and kill Saddam, I don't expect that every attempt at doing so requires my personal approval. I've given an order and expect the mission to be carried out.

Micro-managing the tactical execution of missions at the executive office level is what got us in all that trouble in Vietnam.
