Pearly was right - looks like settings are permanent. You were right in that it appears that a small portable drive like I was using Jump Start can cause checkpoints to be eliminated. The Jump Drive doesn't show up any longer in the system restore settings. My large Western Digital Drive does and the settings are permanent even if I remove and then reconnect.
