Cote d'Ivoire and Liberia are failed states that are a stone's throw from the Gulf of Guinea's allegedly enormous oil reserves controlled, on the whole, by Nigeria. Tiny Sao Tome has struck a deal with the Nigerians to develop and receive 40% of the earnings from offshore reserves.
