I don't know but Rumsfeld,like his advisors, felt so. That is why he had to put on hold his earlier order till he got the President's OK.

I just find it to be micro-managing for Bush to do so.. And definitely CYA for Rumsfeld to seek Bush's approval..

Strikes like the ones we conducted are based on perishable information, since Saddam could move to another location at any time and at least 30-60 minutes are normally required to verify and input the GPS coordinates into the warhead..

But like the current hulabaloo over the reference to British intelligence reports related to Saddam trying to buy Uranium from Nigeria, I consider it a non-issue.
