it does amount to lying if something is stated as fact in a State of the Union Address, that everyone in the Misadministration, including Dumbuya, KNOWS is complete garbage. First of all, it was well known in intelligence circles that Iraq had plenty of yellow-cake and didn't need to go shopping around for it... They had needed it as a fuel source for their "decommissioned" nuclear reactor. Secondly, a trip to the Niger confirmed it as false.
