Sorry, but it is an imperative in each case that there be adequate security against civil war before further progress is made. In the case of Kuwait, there was liberalization, but but we were not involved in an occupation, per se, and there are limits to how much we are willing to push an ally.

To consider Iran an elected government is risible. Surely you meant Algeria. In any case, of course one resists the election of a party which publicizes its intent to shut down democracy in order to introduce a shari'ah state. Democracy is not worth much if it can be overthrown in a single election.........
