If there had been free and fair elections, and governments who derived their powers "from the consent of the governed", in Kuwait post-1991, and Afghanistan post-2002, and Iraq post-2003, then I'd believe Bush.

We didn't invade and take over Kuwait. We released it from foreign occupation and restored its former government.

As for Afghanistan and Iraq well making them stable democracies might not be easy and its true it might not happen but its a little early to conclude that it wont.
