Clinton left Bush a huge surplus and balanced budget.

Also consider what gouging 100 billion from consumers by the Houston energy companies might have done to the economy just as dot-com stocks were crashing. If their plan was to rip us off then drag down the Clinton-Gore economy, it worked very well. If not for the energy crisis, we might haave not slid into any recession. Just a reallocation from high tech stocks into more defensive positions.
