Bill: every decision about Iraq's oil, is currently being made by Americans. The contracts are, almost all, going to Americans. American soldiers occupy and attempt to defend, the oil fields. Future oil sales are used as collateral, to raise money, money that will be controlled by the American Army of Occupation in our new colony of Mesopotamia.

That's reality, and, more importantly, that's the way Iraqis see it. Which is why they are sabotaging oil installations. If they thought we weren't stealing it, they wouldn't be blowing up pumping stations.

The only way to convince the Iraqis we aren't stealing their oil, is if our soldiers aren't garrisoning their oil fields.
