I think the "He" there was the author, not Machiavelli.

But if the author is using Machiavelli to justify foreign terrorists attacking America, that's a total misreading of Machiavelli, IMO. It's the kind of stretch that one would use to claim Martin Luther King, Jr's ideas and thoughts as an explanation for 9/11. I suppose it could be done, and you could find quotes from King to misread that wey, but it's hardly intellectually honest.
