I don't know where you get these ideas.

San Jose Mercury just ran an article on schools in India. We all know the IIT is great (one of my best buddies graduated from there) but it is a filter to get the cream of the cream from a 1 Billion sample size. Probably smaller than the UC California system for total students and UC draws from a mere 35M Californians vs 1B Indians.

Anyway, the SJ Merc article spoke of the corruption in the schools (not IIT, but jr and sr high schools) where bribes were paid to get grades, etc.

What about infrastructure? China seems to be spending massive amounts on infrastructure... India?

I read another article on China where the author went to the home town of a 25¢ per hr worker to blast the system. He learned the money was making its way back. There were now roads and better living conditions from the low wages filtering back to the interior where the worker's families live... these folks will become consumers of tech goods in no time at all. Can you say the same for India? Are the towns in the interior, the poorest of the poor, showing any improvements from capital flow to the country or is corruption stopping it?

I really don't know but I see these as key issues.
