Ahh, your sloppy pasting made that paragraph a tad jumbled, so I missed that line. If he indeed did "contend" that (it was not a direct quote, BTW), then that was at least a misleading statement if not an outright lie. As I said, "cutting" the budget to get it balanced his first year in office (as mandated by law) matters little if it rose dramatically during his entire term in office, which is fact.
