NEW YORK, Jul 16, 2003 (United Press International via COMTEX) -- Angela
Lipsman went to college instead of high school and earned a degree but a New
York judge says she can't have it since she didn't graduate high school.

The 15-year-old Manhattan girl not only is being denied an associates degree,
New York City officials have launched an "educational neglect" investigation
against her father.

The New York Post said the teenager has been passing courses since she was 11 at
the Fashion Institute of Technology and Manhattan Community College. She has a
3.8 average.

Excelsior College, a school that grants degrees based on work at other colleges,
said she has more than enough credit for a degree. But a New York state judge
ruled this week because she doesn't have a high-school diploma, she can't
qualify for a college degree.

The newspaper says she has one hope. If New York's Department of Education rules
her college courses are "equivalent" to a high-school diploma, she could qualify
for her degree.

The case is under review.
