They were denied unfettered access to locations, were hounded by Iraqi minders, were impeded in their attempts to interview scientists, were denied out of country interviews with scientists and were interfered with in their electronic surveillance. Perhaps most importantly, they refused to disclose the location of the waste material from weapons they claim to have destroyed. EVERY report they made to the UN included these obstacles.

So the question remains, why did Saddam bring this attack on himself?

Reasonable people would conclude he had something to hide.
