Are you not aware that what makes the "willing coalition" different from the rest of the world is that both USA and UK are run, governed by two-party systems? While the two-party systems in turn are based on the election systems used, single-seat-districts. (plus some other mechanisms, specific for the "pure" two-party system in USA, that is, only very few "independent" seats in congress while UK is busy building a viable "third party") Intersting how that influences both debate in congress, in the media and thus among the citizens. Did you notice that one major point of the french ambassador was - USA and the Bush administration can, or might survive an illegal war - UK and Blair will find it much more difficult.
