In the US, many 18 year olds face little job opportunity and a barrage of advertising from the military services. In peace time, the military is the best deal for them. I hope that one outcome of Bush's belligerency is that the volunteer army concept fails and that a return to the draft is required. When draftees refuse to go unless Bush's daughters go too, then the real cost of war will come home to those who make it with little personal risk.
