A couple of years ago, Tom Hayden tried to introduce legislation requiring people over 75 to take a driving test every year. The senior citizen lobby got the bill killed claiming discrimination. The city of Santa Monica has deep pockets - and insurance. There were no barricades up preventing cars from entering the street - no warnings - no indication that the street was closed off. Where I live, they block off the streets with barracades and also by parking trucks so that they block the entrance when we have the farmers market. Santa Monica didn't take those precautions.
