On a microcosm level, it appears to be the way
general contractors and other construction types
try to work on a project.

For example, out of haste and desire to keep
the crews moving, mistakes are made in the
construction process.

Rather than stop and correct it when it's easy to fix
(e.g., before the walls are taped and painted), they figure
it can be fixed on cleanup at the end or , basically,
mania.

What then happens is that it takes 3x's more time and money to fix the mistake when they finally get around to it.

Unlike our politicians, contractors have a finite time
frame in which to deal. They can't wait a generation
for all the mistakes to come back to haunt them with
a big bill for correction.

The politicians have the same mind set as the contractor
but with the "luxury" of an extended horizon. They do what's
expedient for the near and middle term and leave it to someone else to handle the cleanup.

The mind set is seriously flawed since there are some things
which must be addressed in a timely and effective
manner.
