That, in a matter of speech, is more or less what will happen. Money to people who don't need it is money on ice. Second point, even if I bought into your point, it is criminal to dole out a permanent tax cut to the aforementioned class of people when an impending deficit threatens to undermine the fiscal integrity of the nation.
