It was up to the UN then to decide if and when to resort to the ultimate enforcement tool

The UN failed to live up to its responsibility, thus rendering itself useless -- hopefully, eventually resulting in its death (at the very least, a diminution of its significance). Someone had to step up and make the tough choice. Bush did.
