Notice it's nearly two yrs since you started this thread. The noose has tightened considerably since then. Another decision that points at a solution, but doesn't clear the muddy water much.
It was noted to me recently that there is a very real difference in the way the two countries negotiate. Canada plays for the middle ground, a compromise. The Americans are playing to win.
I see that they are now getting ready to distribute chunks of the collected duties to mill owners stateside.
