We did not make war in Kosovo. We intervened to stop a war. We did not invade and occupy Serbia. And we worked with the UN to ensure the peace in Serbia once we could stop the fighting. I agree that the UN Charter is meant to establish the over-riding legitimacy of the Security Council to decide on matters of military intervention. Whether or not it is legitimate to come to the defense of one or more parties in a civil war is indeed difficult to establish. What is quite clear is that there was a civil war -- that war was already in progress and the US intervention was aimed at stopping the war. In Iraq, we are the war. We made war. We did not make war in Kosovo
