I was in Brunei about 5 years ago. (Have some interesting stories, but not in this forum.) The native work force has no motivation. It would be surprising to me if an efficeint manufacturing operation could be run there unless it is run and operated by outsiders. I would bet that the government/sultan of Brunei is offering significant financial compensation to consider the country.
