This is from Oracle Applications professional of 7 years.

Oracle Apps 11i has been one of the most buggiest product Oracle ever released. The product has been in existence for 3 years and seen 9 minor releases. It is now at 11.5.9. From release 11.5.5 about 1 1/2 years or so ago it became stable and usable. It is now as stable as any other apps software can be. We were on 11.5.6 for a year with no major issues.

At this point Database, Dev Tools, Data warehousing and traditional ERP applications in 11i are very stable. I don't know about 11i CRM or other newer applications like Advance Planning/Demand Planning, Treasury, Applications Business Intelligence, Collaboration suite, etc.

However, I would say this. I would not buy any new Oracle product unless it sufficiently proven in the market place. It has become Oracle's practice to release new buggy/insufficient functionality products in the market place and have early adopters bear the brunt while the product improves or it is wholly shelved.
