I used the phrase as a drolery, given its Ridgemont High sort of antecedents. But it is, in fact, fanciful to accuse us of having "beliefs" when there are plausible alternatives to disbelieving in the existence, whether recent or current, of the WMDs. You have your beliefs, we have ours, stop pretending that you know better.

We had most of the top scientists in the field, as a result of their escape from Europe. In any case, I meant considering the actual circumstances of the war, not a fairly remote hypothetical. But yes, there was a glimmer of a chance, and, in that sense, probably was for Saddam as well.
