Or else Davis and Feinstein make a deal to essentially switch jobs.

There is no way that Davis gets appointed to anything. If he resigns from the governorship, he is dead meat politically. He would be a pariah in his own party. Why the hell would any politician risk doing a favor for a failed, reviled creep?
