I had forgotten that Bush senior had the previous Gallup "high":
Historically you can see the high points in Gallup Poll history. I put the top five per administration. There were other high points for W. and for his father, President 41, but I put one for administration. The 90. His [Bush jr's] father had the previous high point in Gallup Poll history back in 1991, right after the conclusion of the Persian Gulf War. Then it was Truman. That was right after victory in Europe. He took over from a, President Roosevelt who died, a propitious time for Truman. Roosevelt himself had a high rating after Pearl Harbor. And then you can see John F. Kennedy had a high rating shortly after he took office at about the time, I believe, of the Bay of Pigs incident.
Now, low points, we won't go into a lot of time there. You can see how quickly they fall. It was George H. W. Bush, 41, here who had a 29 in 1992. A precipitous fall from the 89. Bill Clinton was not unaware of this, and shortly thereafter took over for George H. W. Bush. You can see the other ones—Reagan, Lyndon Johnson just before he left had low ratings. Of course, Truman doing very poorly just after, before he left office. Nixon and Watergate and then Jimmy Carter was not doing well at all back in 1979."
