The White House website shows over 11,000 references to Bush using the phrase "either you are with us or against us". This must be his favorite phrase. He seems to use it in as many speeches as he can work it into. He did not, however, use it in that one speech to which you refer.

Example: Quoting from another speech, George Bush <<I said that either you are with us or you are against us>>. January 22, 2002
