It looks like ANSER is a group that refines methods of profiteering from government policy decisions while it works to affect those decisions at the same time. They say they're good at covering up conflicts of interest. Advancing National Strategies and Enabling Results sounds just like what it is except the "Results" being enabled relate to the profiteering.
