jamming works as a tactical weapon to disrupt communication and/or certain targeting devices but by no means it can prevent ship from sending a distress signal. So jamming to prevent sending a distress signal back home or to close by US ships is a complete BS

LPOS, that's BS, you can jam sufficiently to disrupt the communications while you're taking out the antennas with weapons fire and napalm. As long as your jamming power at the frequency of the distress signal exceeds the power of the transmitted signal you can reasonably jam the signal.

So jamming to prevent sending a distress signal

Since when does jamming prevent sending a distress signal? Didn't they cover than in your PE class? Jamming overlays noise over the transmitted signal so the signal can't be received.

but it does not go well together with saving survivors

Which survivors did they save? The dead ones?

The Israeli even had to manufacture the speed that the Liberty was travelling at...they claimed they thought it was travelling at 30 knots; it wasn't and they eventually had to acknowledge it, but came up with BS that they thought it was at the time.
