I didn't say that the Chinese government is or will be making capricious decisions, though of course one can't rule it out. My point is that it would be folly to let one toll roader get extremely rich to the detriment of the whole economy. One would expect any government to react to such a decision, by allowing others to compete or to compete itself with alternate toll roads or railroads or water routes etc. So I approach investments in monopolies with trepidation. That was my only point.
