Dont forget strategy. Kerry is plenty tough on Bush. In fact he was the one to call for regime change in DC DURING the war, remember? That took guts. But dont forget many of the middle-of-the-road voters are turned off if the attacks get too strident against Bush. So Kerry is holding back a little so as not to turn off moderate Republicans. He wants those voters in 2004. That said, I'm sure if you check johnkerry.com you'll find hundreds of withering attacks on GW. Also remember, Kerry does not want to be caught in an exaggeration or make a charge which turns out not to be true. He is a former prosecutor so he's careful to only level attacks he can prove. That will be particularly important if the Bushies do find WMD's or some other evidence to support some of their claims. After all, Bushies dont lie ALL the time, just a lot of the time.
