I believe in order to access the various networks the various air interfaces (GSM/ CDMA/ UMTS-WCDMA) of those respective networks would still be required. As such, I would imagine that a chip incorporating all of these air interfaces and using a software (SDR?) switch to select the appropriate interface would still require a Qualcomm license if the CDMA/ UMTS air interfaces were included.
