That - you are correct - Public utilities (such as tollroads) tend to be natural monopolies and one can and should expect a rational Government to control them.

I just wanted to say that China or any other country is no more or less subject to capriciousness than the western world. Under modern capitalism, Govt is a stake holder with the power to change the rules. So for an investor caution, and diversification is absolutely necessary.
